Background
Ringway Jacobs is
a fully incorporated company formed in September 2005 by Ringway
Infrastructure Services Ltd and Jacobs UK Ltd. It has been specifically set
up as a strategic partnership with 50:50 equal shareholding between the two
companies. In 2007 Ringway Jacobs were awarded the Transport for London
Highway Maintenance and Works Contract (HMWC) for the Central Area of
London.
Client Problem
A requirement of
the TfL Contract was that Ringway Jacobs achieved certification to the
ISO9001 (Quality); ISO14001 (Environmental) and OHSAS18001 (Occupational
Health & Safety) standards within 12 months of contract mobilisation.
The original
proposal was to carry-over the certified management systems from one of the
parent companies. However due to the differences in size and structure it
was subsequently decided to develop a completely new integrated management
system.
Solution
Provided
A new system was
designed as a truly integrated management system with elements shared
between the three standards wherever possible.
The overall
structure, top-level processes and supporting documents were developed in
collaboration with the personnel at all levels of the company.
The use of a Gap
/ Carry-Over analysis was used to maintain focus on what was needed to meet
the standards and to utilise appropriate elements from systems that people
were already running.
The content of
the IMS was minimised to focus on critical activities and risks without
distraction. A creative approach was taken with both the processes and
templates to make them simple and self-explanatory without the need to refer
to additional procedures.
The
implementation was supported by a programme of project reviews and ongoing
training to ensure that the forward momentum was maintained.

The
fully integrated approach minimised the work required to manage the system
and avoided wasteful duplication of elements that are common to all three
standards.
The emphasis on
collaboration with management and employees ensured that the IMS aligned
with the needs of the overall business and the process owners. This in turn
simplified the implementation.
The creative
approach to presenting information and documents gave a greater level of
understanding and usability from the start of the project and was praised by
all of the LRQA auditors.
Certification to
all three standards was achieved at the end of September 2008 at the first
attempt with no major non-conformances.
